This is part of the Broadcast main mission (perhaps one of the longest in the entire game). From activating an Electrical Station to claiming the Grappling Hook, you’ll be in for a long ride. Eventually, you’ll reach the tower’s exterior, which requires precise movement and grappling to reach ledges.
