Open the world map and then go to the Rethramis. There, you will find a region called the Rethramis Border, which is a location on the border of Rethramis and Yudia. Once you are on the location above, you will spot a torch in front of a giant shield. Move only a few steps towards the left of the torch and then start investigating by holding G. This will grant you the Regria Flower Oil.
